In a bowl, add your chicken, ½ your garlic(3 cloves minced), black pepper, peppercorns, sugar, water, bay leaves, soy sauce, vinegar and let marinade for 4 hours
Remove chicken from your from marinade
Add oil to coat bottom of skillet and sear chicken on each side for 2-3 minutes per side.
Remove chicken and set aside
In your pot, add in onion and the rest of your minced garlic (3 cloves) to cook for 2 minutes
Pour in your remaining marinade and your water into your pot and bring to a boil. Reduce heat to low, add in your chicken, cover, and simmer for 45min flipping occasionally. Uncover for last 15 minutes
If you want sauce to be thicker, remove chicken and heat sauce on high for 5-10 minutes until thickened
Garnish with green onion and serve with rice
